If your Wacom tablet stopped working after you installed Parallels.

In my case, the mouse stopped following the pen position, even when diagnostics shows that the x/y positions are being detected correctly.

To fix, go to Security & Privacy and make sure this box is checked. If it was already checked before, toggle it and keep it on.

I wiped my entire Mac and started from scratch, just to squash this one tiny bug. :/
